As downtown Temple grows, so does the need for parking that supports both daily use and economic activity. The City of Temple 4th Street Mixed Use Parking Garage is a six-level, two-bay precast structure that pairs ground-floor storefront retail with efficient parking above, using architectural precast detailing to fit seamlessly into the downtown context.

 

This award submission highlights the second of two parking structures delivered for the City of Temple, built with a coordinated design-assist approach between the contractor, architect, precaster, and specialty engineer.

Project Overview

SpawGlass was awarded the contract to build two downtown parking structures for the City of Temple, including substantial site work and utility relocation. Given the schedule, complexity, and architectural detailing, the contractor selected one precaster for both projects and engaged Legacy Precast in spring 2021 to support design/build coordination.


Precast Scope and Systems

The garage includes 144,230 SF of suspended double tees and accommodates 415 vehicles. A speed ramp provides access to parking on levels two through six. The precast scope totaled 605 pieces, delivered and erected ahead of schedule and within budget.

Architectural Finishes and Downtown Fit

Key architectural features included:

  • Cast-in thin brick with two brick patterns: running bond + basket weave

  • Architectural concrete mix with a medium sandblast finish

  • Multiple face projections, eyebrows, recesses, and reveals to meet the architects design intent.


Mixed-Use Performance and Durability

Because the ground level is dedicated to retail, waterproofing and long-term performance were critical:

  • Waterproofing of the field-topped double tee system above the mixed-use retail space

  • A field-topped double tee approach supported consistent topping placement and drainage, eliminating over 13,860 LF of caulking and long-term joint maintenance for the owner.


Coordination and Delivery

After kickoff, SpawGlass coordinated design meetings with Legacy Precast, CEG (precast specialty engineer), and Garcia Architects. Legacy Precast led optimization efforts alongside CEGs modeling, detailing, and piece ticketing to support the manufacturing of the complex structure.


Schedule challenges from underground utility relocation pushed the original precast schedule out, but the team re-adapted the timeline: contract executed in
2021, production in 2022, installation completed in 2023, and the structure officially opened in 2025.


At the ribbon cutting in April 2025, Temple Assistant City Manager David Olson noted the facility
offers a solution to current and future parking challenges while supporting the ongoing development of our city.
